1976 - 1979: Vice-President of the European Environment Office (EEB) in Brussels
1985 - 1994: Environment Minister in the State Government of Saarland/ Germany
1994 - 1999: Chairman of the Committee for European Affairs in the State Parliament of Saarland/Germany
1995 - 1999: Member of the Committee of the Regions (CoR) and Congress of Regions (CLRAE) of the Council of Europe
1997 - 2005: President of the Union of European Federalists (UEF), Brussels, since 2005 Honorary President of the UEF
1999: Elected to the European Parliament
2000: Member of the Convention for the Elaboration of a "Charter of Fundamental Rights"
2004 - 2009: Chairman of the Committee for Constitutional Affairs (AFCO)
2009 - 2011: Chairman of the Committee on the Environment, Public Health and Food Safety (ENVI)
